Authority Procurement Limits
The purchasing guidelines in the Municipal Authorities Act were modified by Act 90 of 2011 to change the thresholds for bidding requirements by Pennsylvania Authorities. Act 90 of 2011 subjected the bidding thresholds to an annual escalator. The results of the annual escalation of the thresholds will be published in the Pennsylvania Bulletin by the Department of Labor and Industry prior to January 1 of each year.

The percentage change for the 12-month period ending September 30, 2022, is 8.2%. Act 90 of 2011 caps the annual increase at 3.0%. Beginning on January 1, 2023, the bidding thresholds for municipal authorities will be as follows:
- Purchases and contracts below $12,600 require no formal bidding or written/telephonic quotations.
- Purchases and contracts between $12,600 and $23,200 require three written/telephonic quotations.
- Purchases and contracts over $23,200 require formal bidding.
